Caucus Meeting

On Nov 18th, the Caucus conducted a meeting on Capitol Hill to address the end of session actions and plan for the upcoming session. 112th Congressional updates will be added.  

SMART R&D Compact Bill 

On Sep 29th, Congressman Roscoe Barltett (R-MD-06) introduced the H.R. 6308, Titled: "To grant the consent of the Congress to the SMART Research and Development Compact". Congressman Robert Brady (D-PA-1) coordinated the Democratic participation. 14 Democrats and 11 Republicans co-sponsored the Bill. Other Members are being solicited to co-sponsor and we are working on the Senate Bill.

SMART Research and Development Compact for DE, MD, NJ and PA
 
Dear Colleague:
 
Please consider joining Congressman Roscoe Bartlett and Congressman Robert Brady as an original co-sponsor to the Strengthening the Mid-Atlantic Region for Tomorrow (SMART) Research and Development Compact. The SMART initiative is the integration of regional Science & Technology in the four state region – Delaware, Maryland, New Jersey, and Pennsylvania.
 
SMART’s mission is to support Research & Development (R&D) and Science & Technology (S&T) based opportunities for economic expansion and intellectual vigor in the 4-state region. The creation of the SMART Research and Development Compact is to provide the nation’s 1st legislated interstate, regional S&T Authority which will be overseen via a Governor’s Board of DE, MD, NJ and PA.
 
Since December 2003 with the inception of SMART Not for Profit, the SMART States’ Committee has produced a Memo of Agreement among all four states with New Jersey passing the SMART Compact Bill. DE, MD & PA are in various stages of introducing their bills. Each State has a Representative on the SMART NFP Company Board of Directors as a Liaison Member of the Board. This will support the transition of the NFP Company to the Interstate Authority. SMART has hosted over 250 bipartisan Science and Technology events, 53 major events and 197 regional events/working meetings and have facilitated $450Million of S&T Projects. The SMART Caucus comprises the 41 Members of the House and 8 Senators from the region focusing on issues from STEM, Tech Trends, and Research and Development in the Region. In addition to the Congressional Caucus, the technical community (& SMART membership) is composed of academia, businesses, government labs/field agencies and organizations. SMART focuses its activities via thirteen technology groups which result in networking, events and projects. More information on SMART NFP can be found at www.smartstates.com.
